Abstract






تُعد الإدارة بالشفافية أمراً بالغ الأهمية ، حيث أصبحت حاجة ملحة لجميع مؤسسات المجتمع المدني بما في ذلك المؤسسات التربوية, اذ يساهم ذلك في تعزيز التواصل الفعال بين القيادات التربوية والرؤساء والمرؤوسين, فالإدارة بالشفافية لها تأثير كبير على العمليات التنموية، حيث تساهم في الحد من الفساد بكافة أشكاله وتعزز من الرقابة الذاتية، كما تسهم في تحقيق مبدأ المشاركـة في اتخاذ القـرارات الإدارية، وتدعم المؤسسات في التغلب على التحديات والمشكلات الـتي تواجهها، فضلاً عن ذلك تعزز الشفافية من قيمة الصدق والانفتاح مما يحقق الـمسؤولية الاجتماعية بشكل أكبـر.


هدف البحث الحالي الى التعرف على الادارة بالشفافية لدى مديري المدارس الاعدادية من وجهة نظر اعضاء الهيئة التدريسية , اذ اعتمد الباحث المنهج الوصفي التحليلي , وتألف المجتمع للبحث الحالي من مدرسي المدارس الاعدادية في مدينة الموصل للسنة الدراسية (2024-2025)إذ بلغ عدد المدرسين في المدارس الاعدادية لمدينة الموصل بجانبيها الايمن والايسر (2175) مدرساً ومدرسة, وتكونت عَينة البحـث من (350) من أعضاء الهيئـة التدريسية في المدارس الاعدادية في مدينة الموصل .


ولتحقيق هدف البحث تطلب قيام الباحث ببناء اداة البحث وهي (الادارة بالشفافية) وبعد التحقق من صدق وثبات أداة البحث أصبحا بصيغتهما النهائية مكونين (45) فقرة ، وتم تطبيق اداة البحث عبر توزيعهما على اعضاء الهيئة التدريسية اثناء الدوام الرسمي للمدّة من (19/12/2024م) لغاية (20/12/2025م) وبـعد عملـية جمع الـبيانات وتفريغها مستعينا  ببرنامج ( Microsof T Excel ), استخدم الباحث الوسائل الاحصائية المناسبة لتحقيق اهداف البحث مستعينا ببرنامج الحقيبة الاحصائية للعلوم الاجتماعية (SPSS) متمثلة بالاختبار التائي لعينة واحدة , والاختبار التائي لعينيتين مستقلتين , ومعامل ارتباط بيرسون , الاختبار التائي لدلالة معامل الارتباط , معامل الفا كرونباخ , وبعد تحليل البيانات احصائيا توصل الباحث للنتائج الاتية:


1.     يمتلك مديرو المدارس الاعدادية مستوى مرتفع من الادارة بالشفافية من وجهة نظر أعضـاء الهيئـة التـدريسية.


2.     لا توجد تأثيرات لـمتغير (الجنس) عند مستوى تطبيق الادارة بالشفافية لدى مديري المدراس الاعدادية من وجهة نظر اعضاء الهيئة التدريسية .وقد خرج بمجموعة من التوصيات والمقترحات فامن التوصيات: العمل على تطوير مهارات المدراء و ممارسة مبادئ الادارة بالشفافية  واستخداماتها واقعياً في مؤسساتنا التربوية , وعمل وزارة التربية والتعليم على ان تخصيص مكافآت مالية او معنوية متمثلة (بالشكر والتقدير) للمديرين ذوي الاداء المتميز من اجل تشجيعهم على العمل بشفافية ونزاهة في ادارة المدارس الاعدادية والابتعاد عن الغموض والتحيز والعنصرية في أدوارهم التي يقومون بها . ومن المقترحات:" الادارة بالشفافية وعلاقتها بالتكيف التنظيمي لدى مديري المدارس الاعدادية الاهلية من وجهة نظر اعضاء الهيئة التدريسية ".وكذلك "التكيف التنظيمي وعلاقته بإدارة الازمات لدى مديري المدارس الثانوية من وجهة نظر مدرسيهم"
