This research addresses Israel’s assassination policy as a tool in its approach toward Palestinians outside of Palestine, from the “bullet of politics” to “bloody diplomacy,” spanning from the Munich operation of 1972 to Operation Al-Aqsa Flood in 2023. This policy is considered one of the key instruments of power that Israel has relied upon in managing the conflict, through an analysis of its intellectual roots, historical development, and decision-making mechanisms, in addition to examining its security, political, and diplomatic dimensions.
The study focuses on three main axes: first, the theoretical framework of political assassination and the evolution of its use within Israeli security doctrine; second, the institutional structure involved in assassination decision-making and its operational mechanisms; and third, the political, regional, and international dimensions of these operations and their impact on the Palestinian–Israeli conflict. The study employs a descriptive-analytical methodology supported by structural and historical analysis tools to understand the contexts encompassed in this policy approach, in addition to analyzing several strategic case studies.
The research concluded with several key findings, most notably that assassination in Israeli thought is no longer merely a tactical tool, but has become a deeply rooted strategic option aimed at reshaping the security and political environment and imposing new deterrence equations, despite its limited effectiveness in achieving long-term goals. The findings also indicated that Israel’s heavy reliance on assassinations generates a continuous cycle of escalation and violence, erodes its international image, strains its regional relations, and fails to weaken Palestinian resistance, which often regenerates itself after each assassination.
Accordingly, the study recommends enhancing international oversight of these policies and activating legal accountability mechanisms, alongside the adoption of more sustainable political and diplomatic pathways to address the roots of the conflict. It also advises Palestinian and Arab policymakers to develop leadership protection tools and preventive security measures, leverage the consequences of assassinations to strengthen legal and rights-based discourse, and work toward building a comprehensive approach to the conflict that goes beyond traditional military dimensions.
